The Board of Directors is comprised of a group of extremely talented individuals, all with a passion for the mission of the International Brain Foundation. 

Scott R. Gibbs, MD, FACS – President and Founder

The International Brain Foundation is the vision of Scott R. Gibbs, MD, FACS, a neurosurgeon practicing in Cape Girardeau, MO. Additionally, Dr. Gibbs is the founder of the Brain and NeuroSpine Clinic of Missouri and is also the Director of SoutheastHEALTH's Brain and Spine Center, both located in Cape Girardeau.

 

Dr. Gibbs earned a Bachelor and Master of Arts Degree in Biological Science from the University of Missouri-Columbia in 1985 and 1989, respectively.  He received his medical degree from the University of Missouri School of Medicine in 1991.  Dr. Gibbs completed his internship in General Surgery in 1992 and a residency in Neurosurgery in 1997, both at University Hospital and Clinics in Columbia, Missouri.  He received his Board Certification from The American Board of Neurological Surgery in 2002.  

 

Dr. Gibbs enjoys writing and is also the Editor-in-Chief of the Year Book of Neurology and Neurosurgery.  He is also a noted author and public speaker, and was awarded the Samuel P.W. Black Prize for Excellence in Neurosurgery in 1991.

 

Dr. Gibbs and his wife Barbie reside in Jackson, MO with their children Michael, Benjamin, Alex, Eric, William, Matthew, Carol and Elizabeth.




David P. Crowe, D.D.S., M.S.D.

David Crowe, D.D.S., M.S.D. is a lifelong resident of Southeast Missouri, except for the 10 years of education it takes to become an orthodontist! He is a graduate of Cape Girardeau Central High School and received his Bachelor’s degree from Rhodes College in Memphis, TN. 


Following college, he pursued his dental education at the University of Missouri-Kansas City School of Dentistry, receiving his D.D.S. in 1978. After graduating from dental school, he attended the Baylor College of Dentistry for his postgraduate residency in orthodontics in Dallas, TX. There he received his M.S.D. degree and fulfilled his childhood dream of becoming an orthodontist in 1980. He returned to Missouri and set up practices in Cape Girardeau, Dexter and Jackson.

 

Dr. Crowe and his wife Missy have three boys, Taylor, Austin and Adam. He is well-known for his work in the field of autism. As a father of an individual with high functioning autism, he wanted to do more to bring attention to the cause and help improve the lives of individuals with high-functioning Asperger’s Syndrome who exhibit areas of giftedness. 


In 2003, he founded The Tailor Institute, which was designed to provide gifted individuals on the autism spectrum the tools they need to live and work as independently as possible. He is also widely recognized for his involvement in many civic and charitable organizations.

Cynthia Dean

Cynthia Dean is the Chief Executive Officer of Missouri Bootheel Regional Consortium, a community-based organization providing health and other services in rural Southeast Missouri. She has more than 24 years of experience in grant-funded programs. 


Cynthia has received regional, state and national honors, served on numerous boards and co-authored several published journal articles. She is the past president of the National Healthy Start Association in Washington, D.C., previously served as regional director of cardiovascular health programs for the State of Missouri Department of Health and has been the liaison with community based health programs for the Center for Disease Control.


Additionally, Cynthia worked with the Community Relations Division with the United States Justice Department and currently serves as a Board Member on the Missouri Foundation for Health. Cynthia and her husband Bobby live in Poplar Bluff, MO and enjoy spending time with their daughter and granddaughters. 




Maddy Bruegging

Maddy Bruegging serves as the General Manager for LeBounce play center in Cape Girardeau, MO. She recently graduated with honors from Southeast Missouri State University, earning her bachelor's degree in recreation and minor certificate in communication disorders.

Maddy lives in Jackson, MO and is a member of La Croix United Methodist Church in Cape Girardeau, where she worked in the Children’s Ministry Department for seven years. 

Maddy has worked with children of all ages and taught Sunday school. She also worked for the Open Arms Ministry at La Croix which is a ministry for children with special needs. In her spare time, Maddy enjoys traveling and spending time with friends and family.

Dr. Julia Pewitt Kinder, F.P., O.M.T.

Dr. Julia Pewitt Kinder, F.P., O.M.T. received her Bachelors of Arts degree in Biology from Southern Methodist University in Dallas, TX, and her Doctor of Osteopathic Medicine degree from Arizona College of Osteopathic Medicine in Glendale, AZ. Dr. Kinder completed her residency and internship at Osteopathic Medical Center of Texas in Forth Worth, TX. She is Board Certified in Family Practice and Osteopathic Manipulative Treatment through the American Osteopathic Board of Family Physicians.

 

She is licensed to practice medicine in the states of Missouri and Texas, and is currently in private practice in Jackson, MO. Working directly with healthcare organizations, private physician practices and medical clinics, Dr. Kinder provides valuable insight into early childhood development skills for children with Down Syndrome.


As a sought-after speaker for many medical conferences and hospitals, she works closely with labor and delivery teams, obstetricians and pediatricians to educate these medical professionals on how to communicate with the family of a child who has special needs. She is mom to six-year-old Ella and 15-month-old twins Dexter and Paxton. Dr. Kinder and husband Mitch reside in Cape Girardeau, MO.




Randy McWilson

Randy McWilson was born in Santa Clara, CA and relocated to Jackson, MO with his family. After graduating from Jackson High School in 1986, he attended Southeast Missouri State University.  Originally studying for a degree in Electrical Engineering, his heart was soon captivated by the communications department, and in December of 1991 received his BA in Broadcasting with a minor in Mathematics.  During his college career, Randy was a member of the SEMO Debate Team, as well as being a regular at the campus Baptist Student Union.

 

In the mid 1990s, Randy started Moving Images Video Productions in Jackson. In the Spring of 2000, he accepted a position with Cape Girardeau Public Schools, as the Television Broadcasting instructor at the Cape Girardeau Career & Technology Center.

 

Randy became associated with Dr. Gibbs even before The International Brain Foundation was formed, and was impressed by the neurosurgeons creativity, his desire to educate and his genuine love for people. Randy currently resides in Jackson, MO with his wife and three children, and enjoys all-things-computers, reading, Bible studies, swimming and snow skiing.
